Blusukan Jokowi itu Pemborosan? Nonsense!
Beberapa waktu yang lalu, Forum Indonesia untuk Transparansi Anggaran (FITRA) menyatakan bahwa anggaran yang digunakan untuk blusukan gubernur DKI Joko Widodo (Jokowi) sebesar 26 milyar rupiah lebih. Angka ini lebih tinggi daripada gubernur periode sebelumnya yang “hanya” 17 milyar rupiah. Benarkah tudingan FITRA bahwa anggaran tersebut terlalu besar dan boros?
Jokowi blusukan bertemu dengan masyarakat.
Kami memiliki penilaian lain tentang masalah ini. Bagi kami blusukan yang dilakukan Jokowi tidak bermasalah dan tidak perlu dihentikan. Selain karena belum adanya kultur terjun dan mendengar langsung suara rakyat oleh para pejabat lain, kami memiliki beberapa alasan, yakni:
- Anggaran sebesar 26 milyar itu adalah anggaran operasional gubernur, bukan spesifik anggaran blusukan. Masyarakat juga harus tahu bahwa ada perbedaan antara anggaran dan realisasi anggaran. Jika seseorang memiliki pengetahuan organisasi, pasti tahu yang namanya anggaran. Anggaran adalah batas maksimal dari suatu pos pengeluaran. Jadi meskipun anggarannya sebesar 26 milyar per tahun, belum tentu pengeluarnnya sebesar itu. Terlalu dini menilai bahwa anggaran itu adalah sebuah pemborosan, tanpa melihat realisasi anggaran beberapa bulan sejak APBD disahkan ataupun tahun depan.
- Jokowi terjun langsung bukan berarti birokrasi tidak jalan. Saat ini Jokowi sedang memberikan contoh bagaimana bekerja sebagai pelayan masyarakat yang baik. Blusukan digunakan sebagai manajemen kontrol atas kebijakan pemerintah. Tanpa pemimpin melakukan blusukan, anak buah bisa melaporkan sesuatu yang tidak sesuai dengan yang terjadi di lapangan. Dengan blusukan, maka pemimpin tahu realitas sebenarnya dan keputusannya pun bisa lebih akurat. Jika dibandingkan dengan gubernur sebelumnya, hasil kerja Jokowi lebih tampak nyata. Rasanya cukup “fair” jika dibiayai lebih mahal.
- Blusukan adalah metode yang berhasil. Metode ini berhasil diterapkan di Solo saat beliau menjadi walikota, sehingga tidak ada alasan kuat untuk menolak metode ini di DKI Jakarta. Di Solo dibutuhkan waktu beberapa lama supaya lebih teratur, tentu saja di Jakarta juga demikian. Tidak adil rasanya menghakimi gubernur yang baru satu tahun menjabat, sedangkan di era sebelumnya tidak jelas lima tahun kerja apa.
Kami memang tidak terlalu mengerti politik, namun jika tudingan FITRA ini berlandaskan politik karena pesanan pihak tertentu, sungguh kejam rasanya. Waktu dipimpin orang tak jelas diam saja, kenapa sekarang teriak-teriak? Akan lebih baik jika membiarkan gubernur bekerja dulu, paling tidak digenapkan satu tahun anggaran, baru bicara masalah realisasi anggaran. Bukankah itu lebih baik?
